Abstract <p>The proposed approach develops a cost–benefit analysis methodology for evaluating social infrastructure projects. Project evaluation is carried out on the basis of a set of models consisting of financial, economic and socio-economic models, which additionally include employment effects. To calculate employment effects, multipliers of indirect and induced effects are used. The approach was tested using the example of a project to construct polyclinics in Novosibirsk.</p>
