Industrial Policy of Asian Countries: the Path to Technological Sovereignty

The article provides a comparative analysis of the models of government regulation that have ensured economic and technological breakthroughs in South Korea, Japan, and China. The study focuses on development institutions—chaebols, keiretsu, and state-owned corporations—as well as policy instruments: strategic planning, targeted financing, tax incentives, and R&D support. The economic policy instruments of these countries and Russia are compared. A comparative analysis demonstrates similarities between the development institutions and economic policy measures that emerged in Russia in the 2020s and the institutions and economic policy measures that contributed to the dynamic development of Asian countries. The main hypothesis is that the policies that ensured the rapid growth of Asian economies can improve the effectiveness of government regulation in achieving Russia’s technological sovereignty and productivity in the Russian context.
