摘要

Abstract—

This article presents the results from a comprehensive study of Russia’s competitiveness in 2024, utilizing an original methodology developed by the author: the Composite Competitiveness Index (CCI-2024). Following Russia’s exclusion from major international rankings after 2022—such as the Human Development Index (HDI), the Global Competitiveness Index (GCI), and the Global Innovation Index (GII)—the author has developed an alternative assessment framework. This framework incorporates five key components: economic sustainability, technological potential, infrastructure development, human capital, and geopolitical stability. The results of this study indicate an overall competitiveness score for Russia of 60.6 points, placing it at a middling level between developed and developing economies. A critical lag was identified in key technological metrics for 2023–2024, specifically in R&D expenditure (approximately 1% of GDP) and the patent commercialization rate (7%). Major risks have been pinpointed, including the outflow of specialized personnel, inflation (9.5%), and limited high-speed internet coverage. The proposed methodology for calculating the CCI-2024 index enables ongoing monitoring of competitiveness in a context of limited access to international rankings.
