Abstract <p>The article provides an assessment of the impact of Russia’s participation in global value chains on the educational and qualification structure of the employed. The empirical analysis was carried out based on the TiM database of the OECD Statistics Office using the input–output methodology. This study identifies differences in the educational and qualification structures of those employed in the export-oriented labor force and the overall economy’s labor force. A comparative analysis of the dynamics of employed labor force qualifications is conducted. Russia’s position within the spectrum of educational and qualification characteristics of the labor force in various countries is established. Based on the analysis and consideration of the multiplier effect in the sectoral educational and qualification structure of those employed in export-oriented labor force in the Russian Federation, the need to consider changes in Russian flows within global value chains when substantiating labor force policy is argued.</p>
