The ICAO CORSIA System: A New Carbon Market for Russia

Abstract—
The article analyzes the situation that has developed in the global aviation industry in connection with the adoption of ICAO commitments to achieve net zero emissions by 2050 and the introduction of carbon offsetting requirements for international flights under ICAO CORSIA systems. A comparison is made of the economic efficiency of different tracks for decarbonization of the aviation industry, estimates are provided of the economically feasible trajectory to achieve “net zero.” Particular attention is paid to the prospects of Russia’s participation in the CORSIA system in terms of opportunities to reduce costs for carbon offsetting for Russian airlines and the entry of domestic climate projects into the international carbon market.
