Abstract <p>Plastic recycling and upcycling is a worldwide trend developing in Russia as well. The article presents an engineering and economic analysis of the plastic recycling industry and measures for its support, and provides a scenario forecast of its development options in Russia. The calculations reveal that Russia is capable of increasing plastic recycling volumes more than tenfold; however, implementing this potential requires revision of guidelines for state strategic goal-setting and financial support for the industry.</p>
