Evolution of Strategic Goal Setting in 2008–2023 and Requirements for Macroeconomic Policy in the Current Operating Conditions of the Russian Economy

The article analyzes the evolution of the system of strategic goal setting in modern Russia. An analysis of the mechanisms for determining and achieving the goals of economic and social development is given. Criteria for the successful implementation of a long-term development strategy are considered. It is stated that, despite a series of shocks of economic and noneconomic nature, in the formation of long-term development goals, continuity is maintained with the ideas of the Concept of Long-Term Development of 2008 (LDC 2020). The results of economic development achieved over the past 15 years are analyzed. Changes in the mechanisms and conditions for the formation of economic dynamics that occurred after 2022 and their impact on the tools for achieving long-term economic development goals are assessed. The need for long-term goal setting in terms of the formation of effective economic policy is emphasized.
