Abstract <p>This paper presents a method for planning procurement in budgetary organizations based on evolutionary modeling as an alternative approach to solving the problem of efficient resource allocation. A two-level procurement schedule model has been developed using a recursive hierarchical evolutionary algorithm, which allows the optimization of both the selection of goods, works, and services, as well as their quantitative and qualitative characteristics, in order to minimize costs and maximize procurement quality. The factors influencing the optimal price-quality ratio were analyzed using specific parameters, including delivery times and product range. The study is supported by legal aspects of the formation of schedules in accordance with Russian legislation and regulatory documents, ensuring its relevance and practical applicability.</p>
