Scientific Substantiation of Adaptation to Climate Change in Socio-Natural-Technogenic Systems Based on a Risk-Oriented Approach

Abstract—
A scientific basis for quantification of adaptation measures to climate change in critically and strategically important objects of socio-natural-technogenic systems is formulated. A risk-oriented approach developed for conditions of climate changes is utilized as a tool of quantification. A case is considered using the example of a strategically important technosphere object, the result of which indicates the importance of substantiating and improving the safety and protectability of objects in socio-natural-technogenic systems from accidents and catastrophes under climate change. At the same time, a risk-oriented approach makes it mandatory to calculate the necessary costs for reduction of risks to acceptable levels.
