Abstract <p>This article is dedicated to the epistemological reconstruction of the phenomenon of information exchange in aviation enterprise safety management systems. The paper substantiates the necessity of abandoning reductionist data transmission models derived from the mathematical theory of communication by C.&#xa0;Shannon and W. Weaver, proposing a transition to a semiotic paradigm for analyzing information flows. The author introduces and systematically develops the concept of “intrasystem information flow” as a multilevel sign construct operating within the unity of syntactic, semantic, and pragmatic dimensions. Special attention is paid to the ontological status of the discrete unit of information (d.u.i.), conceptualized as a “semantic photon”—a quantum of signification objectified in the form of a singular message. Based on this metric foundation, a model is proposed for the transformation of empirical noise into valid knowledge through procedures of semiotic stratification and verification against the axiomatics of aviation safety. The&#xa0;paper also examines the epistemological implications of integrating human resources provision with predictive analytics and machine learning circuits, marking a transition from <i>post-factum</i> event reconstruction to prospective gnoseology—the formation of verifiable knowledge regarding the future states of aviation infrastructure security.</p>
