Abstract <p>Against the backdrop of the motives and circumstances surrounding the incorporation of the Tobol’sk North territories into Ural oblast, formed in 1923, the article examines Soviet approaches to developing a strategy for Northern development and the heated debates surrounding the resolution of specific issues crucial to the economic and cultural uplift of the North. Three alternative northern strategy options, discussed by central and regional authorities in the context of the regionalization of the Urals and Siberia, are analyzed. The conclusion examines the main directions of the Ural oblast’s economic policy in the Tobol’sk North, providing a brief analysis of its achievements and shortcomings. The Ural oblast’s experience in developing its northeastern outskirts contributed significantly to the understanding of the specifics of northern problems and the formation of the early Soviet strategy for Northern development.</p>
