Staffing of Local Government in the First Half of the 19th Century: Based on Materials from the European North of Russia

Abstract

This article is devoted to the problems of staffing local institutions in three provinces of the European North of Russia—Arkhangel’sk, Vologda, and Olonets. Based on the materials of systematic accounting of officials (group service lists from the funds of the Russian State Historical Archive), the composition of employees is analyzed according to three main parameters: class origin, age, and level of education. The presented characteristics made it possible to illustrate the staffing problems that the northern provinces faced during that period and the results of measures taken by the government aimed at solving them; the obtained statistical data reflected the features of the government course in forming the social base of the local bureaucracy.
