Abstract <p>Approaches to regional hydroecological analysis are proposed taking into account the relationship between surface water and groundwater. Data on the Belgorod region are used to reveal the features of the formation of surface and groundwater runoff resources under changing climatic and economic conditions in the forest–steppe zone of the Russian Plain. Trends in the use of water resources are identified. The effect of wastewater and runoff from urbanized areas and arable lands on them is assessed. It is shown that a very important hydrological and ecological role is played by changing climatic conditions, primarily an increase in air temperature. Changes in recent years (from 2008 to 2021) in river runoff, its surface and groundwater components are established, their positive and negative consequences are revealed. An important reserve for providing the population with high-quality water are groundwater resources, which are far from fully developed. To improve the ecological state of water bodies, it is of great importance to modernize the wastewater treatment system, introduce monitoring of water body pollution from diffuse sources, and reduce irreversible water losses during its use.</p>
