Digital infrastructure, intellectual property, and urban economic resilience: evaluating the synergistic effects of “Broadband China” and “Intellectual Property” pilot policies

Urban economic resilience (UER) is not only the cornerstone of the construction of modern industrial system, but also the core of the formation of high-quality development pattern. This paper takes “Broadband China” and “Intellectual Property” demonstration cities as the research object, based on the panel data of 281 cities from 2007 to 2022, and using the multi period double difference model, systematically evaluates the impact of digital infrastructure and intellectual property construction on UER. The study found that “Broadband China” demonstration city construction (BCS), “Intellectual Property” demonstration city construction (IPCS) and the dual pilot policy (DPP) have significantly promoted the promotion of UER, and the DPP effect is the most prominent; The policy effect of BCS is better than that of IPCS, while DPP shows a synergistic advantage of “1 + 1 > 2”; The timing effect of policy portfolio is significant, and the “BCS + IPCS” model is more effective than the reverse portfolio; The mechanism test found that BCS, IPCS and DPP significantly improved UER by promoting innovation driven (TI), entrepreneurial incentive (ET) and economic agglomeration (EA); Heterogeneity analysis shows that BCS, IPCS and DPP all have more prominent marginal promotion effects on resource-based, high toughness clusters and high economic growth target cities. Therefore, we should pay attention to the dynamic matching and differential promotion of policy combination, so as to optimize the order of institutional supply, and promote the toughness improvement and long-term stable development of urban economic system.
