Toward an integrative policy framework for circular economy-oriented governance of construction waste: evidence from China

The circular economy (CE) paradigm has emerged as a transformative approach to sustainable development, particularly in addressing the environmental and resource challenges posed by construction and demolition waste (C&DW). While policy instruments are widely acknowledged as paramount catalysts for CE implementation in the construction sector, the extant literature exhibits a dichotomous focus: either examining macro-level policy frameworks at the national scale or investigating micro-level behavioral responses to specific policies, with particular emphasis on the impact of regulations on “recycling” practices. This study formulates a meso-level, integrative policy instrument framework that synthesizes all three dimensions of the fundamental 3R principles (reduce, reuse, recycle) while incorporating multi-stakeholder perspectives and interventions in C&DW management. The framework encompasses a tripartite classification of policy instruments: command-and-control, market-driven, and informational instruments. The applicability and potential of the framework are explored through an in-depth case analysis of China’s C&DW governance practices. This analysis illustrates the framework’s capacity to optimize policy instruments and improve the implementation of the 3R principles while effectively regulating and guiding stakeholder behavior across the sector.
