<p>This special issue considers protean power as it applies to the EU, introduces a slight but significant change to the definition of protean power, identifies further questions regarding the distinctions between risk and uncertainty, and potentially represents a distinct turn in the “life” of the concept. &#xa0;The original formulation combined both uncertainty and the underlying conditions that made the protean possible.&#xa0; But the special issue pays relatively little attention to uncertainty and tends toward a protean that becomes tantamount to conventional definitions of&#xa0;adaptation.</p>
