<p>Effective crisis management is a cornerstone of societal stability and a key indicator of national development. This paper examines grid-based governance as a novel and promising model for governmental crisis response. Through a systematic review of literature spanning nearly 24 years, we propose four prospective governance models: participatory, resilient, market-oriented, and de-bureaucratized. The study’s primary theoretical contribution is an interdisciplinary framework that integrates the 4R crisis management theory (Reduction, Readiness, Response, Recovery) with Parsons’ AGIL functional model (Adaptation, Goal attainment, Integration, Latency). Complementing this, an exploratory keyword-based analysis maps the associated discourse landscape. This integrated framework provides a comprehensive and systematic approach for analyzing and enhancing grid-based crisis governance, offering valuable insights for building crisis resilience and improving public welfare outcomes, though further empirical validation is recommended.</p>
