Enhancing the resilience of state institutions to security threats: strategic approaches for Ukraine

The purpose of the study was to develop conceptual approaches and practical recommendations for forming a strategy to increase the resilience of state institutions in Ukraine to security threats. The research methods included the analysis of the categorical-conceptual framework, modelling of interaction structures between levels of governance, and the application of modern analytical methods for information processing. The study’s findings revealed that crisis situations result from the destabilisation of the economy, social sphere, and infrastructure, thus requiring urgent stabilisation measures. The effectiveness of state institutions is determined by their structural organisation and integration across national, regional, and local levels. The study’s conclusions highlighted the importance of optimising information flows, strengthening analytical capacity, enhancing integration between levels of governance, and supporting inter-institutional partnerships.
