<p>Justice has become a central concern within debates on the Blue Economy, yet its translation into policy and governance remains uneven. This Perspective argues that Blue Social Impact Assessment (Blue SIA) provides a practical mechanism for operationalising blue justice within Blue Economy governance. Building on established principles of Social Impact Assessment, the article develops the concept of Blue SIA as an adaptation of conventional SIA to the distinctive institutional and socio-ecological characteristics of marine environments. It argues that Blue SIA differs from conventional SIA through its engagement with multi-level marine governance, competing uses of marine space, land–sea interactions, and dynamic socio-ecological systems. The paper further identifies concrete governance pathways for embedding Blue SIA across global, European Union, and national policy frameworks, including maritime spatial planning, fisheries governance, offshore renewable energy, port development, coastal tourism, and coastal adaptation.</p>
