Public sector innovation in transition economies through hybrid entrepreneurship and the techno industry nexus

Transitional economies face growing pressure to foster public sector innovation amid economic challenges. Hybrid entrepreneurship offers a pathway to enhance adaptability, efficiency, and service delivery. This study applies a multi-theoretical framework, integrating cognitive theory, the theory of planned behavior, social network theory, and the technology acceptance model (TAM), to examine factors influencing hybrid entrepreneurship adoption in Iran’s public organizations. In addition, Self-Determination Theory (SDT) is employed to understand how organizational support mechanisms, such as job promotion opportunities and a positive work culture, enhance employees’ intrinsic motivation and entrepreneurial intention. Based on a descriptive survey of 234 public sector experts in Fars province, structural equation modeling using SPSS26 and SmartPLS3 revealed that entrepreneurial motivation, perceived usefulness, and supportive organizational environments significantly drive adoption. The techno-industry nexus—linking scientific expertise with industrial application—emerged as a key innovation enabler. Findings also highlight the role of professional networks in facilitating knowledge access and collaboration. Policy suggestions include reducing regulatory barriers, enhancing technological infrastructure, and incentivizing innovation through academia–industry partnerships, contributing both theoretical and practical insights into public sector transformation in transitional economies.
