Construction of competency model for civil aviation flight dispatchers with integrated approach combining grounded theory and structural equation modeling

The initial evaluation index system of civil aviation flight dispatcher’s post-competency was established by three-level coding using Nvivo 11.0 software through qualitative analysis, which contains 4 dimensions —occupational skills, attitudinal quality, psychological characteristics, and core values—with a total of 19 indicators. A structured questionnaire was designed based on these elements and scored by using a five-point Likert scale. The collected data were analyzed using SPSS 24.0 software, and an initial hypothetical model was constructed by using structural equation modeling. Subsequently, both first-order and second-order models were built and validated through AMOS 28.0. The results showed that the 4 indicators which have the most significant impact on civil aviation flight dispatcher’s post-competency are safety awareness, leadership and teamwork, self-confidence and discipline awareness. Based on scientific evaluation and rigorous data analysis, the study provides clear guidance for the training and development of flight dispatchers, enabling them to better meet job requirements. At the same time, it can also help the airlines to select talents, optimize the training, reasonably allocate the resources, and enhance the operational efficiency and safety level.
