Transition strengths between states are fundamental physical properties of atomic spectra. The differences in fine structure splitting of certain states are mainly attributed to the angular momentum parts of transition dipole matrix elements. These can be calculated by integrating the wave-functions theoretically and can be accessed by selecting corresponding polarizations of the exciting lasers experimentally.
