Beyond technology: institutional determinants of early warning system effectiveness in Southern Africa

Early Warning Systems (EWS) are vital for disaster risk reduction across Southern Africa, where climate-induced hazards increasingly threaten lives and development gains. Despite substantial investments in meteorological technology and repeated post-disaster reforms, the effectiveness of EWS remains uneven. This study argues that institutional capacity, alongside technological, socioeconomic, infrastructural, and political-economic factors, is a central determinant of EWS performance. Using a comparative qualitative analysis of Mozambique, Zimbabwe, and South Africa, the paper examines how governance structures, coordination mechanisms, and financing models shape the effectiveness of early warning systems. Findings reveal that countries with clearer legal frameworks, predictable funding, and empowered agencies, such as South Africa, generate more integrated and actionable early warnings. In contrast, fragmented mandates, weak interagency coordination, and donor-dependent financing in Mozambique and Zimbabwe undermine the sustainability of the system and public trust. By applying an institutional governance lens to early warning systems, the study provides a comparative synthesis of how legal mandates, coordination arrangements, financing structures, and public trust shape the effectiveness of warnings across three Southern African cases. This governance-centred interpretation has relevance beyond Southern Africa, offering insights for other hazard-prone regions in the Global South where early warning investments outpace institutional capacity. The paper recommends governance reform, sustainable domestic financing, and strengthened regional cooperation through the Southern African Development Community (SADC) as priorities for building robust, people-centred early warning systems aligned with the Sendai Framework and Africa’s Agenda 2063.
