The association pathways between rapid urban growth and urban governance practices in Hawassa city, Ethiopia

This study empirically investigates the association pathways between urbanization dynamics and the effectiveness of urban governance practices in Hawassa city. It examines how population growth, settlement density, and horizontal expansion influence the practice of urban governance principles: participation, efficiency, equity, transparency, and responsiveness. Specifically, this study attempted to address two core questions: (1) how does rapid urban growth influence the effectiveness of urban governance principles in practice? and (2) What mechanisms mediate this relationship? The study employed a mixed-methods approach with a concurrent embedded design and collected data from 424 households through surveys. Quantitative data were analyzed using descriptive statistics and recursive path analysis. Thematic analysis was used to analyze qualitative data from interviews and secondary sources, which were then embedded within the quantitative findings. The path analysis reveals differentiated and directionally inconsistent effects across governance principles. Urban population growth was found to significantly hinder governance effectiveness, demonstrating negative standardized path coefficients across all principles, with the strongest adverse effect on equity (β = -0.425). Similarly, horizontal urban expansion negatively impacted community participation (β = -0.178) and transparency (β = -0.140). In contrast, population density exhibited a consistently positive influence, significantly fostering the implementation of all governance principles considered, most notably participation (β = 0.362) and transparency (β = 0.304). The study concludes that the challenges rapid urbanization poses to governance are not uniform. While population growth and unplanned horizontal expansion strain urban governance principles and practices, the compact urban form can enhance urban governance principles’ implementation. This highlights the critical importance of promoting compact city planning as a strategic approach to ensure the effectiveness of urban governance principles and practices in rapidly growing cities.
