From exclusion to empowerment: learning from the Dalit experience to empower the Bihari community

Equality focuses on uniformity and equity, on the other hand, focuses on fairness. For historically marginalised people, equality perpetuates inequality even more as it doesn’t consider the underlying disparities in historically marginalized groups that are born due to systemic barriers and discrimination. As such, it makes the gap even wider. Alternatively, equity recognizes and acknowledges these disparities and believes that everyone has different starting point and so some people in society need different levels of resources, opportunities, and support for achieving the same outcomes as their more privileged counterparts. One case that has become the use cases of others in ensuring equity for historically marginalized groups is the case of Dalits in India. Dalits are the most oppressed and marginalised sections of Indian society. They were the symbol of “weakness and poverty” in the Indian society. However, at present, Dalits have become educated and climbed through the social ladder. They have developed self-respect, organized themselves, asserted their identity in the Indian society, and now making changes in their lives and livings and those of others. In a neighbouring country of India, we can find a similar historically marginalized community. While nothing has changed for Biharis of Bangladesh in past three decades, Dalits, due to continued efforts, have made a big difference in their lives and livings and of others similar to them. Their continued efforts have addressed and continue to address the historical inequalities they face, thus uplifting their socio-economic status and ensuring their inclusion in the development process. However, for Bihari community in Bangladesh, nothing has changed in the 53 years. As such this paper proposes that, if this Bihari community go through redistributive and restorative framework similar to the ones of Dalits, they are likely to reap the benefits of development in polarised times.
