<p>Water is a common pool resource and the second most important element required for survival. An adequate supply of this resource to urban areas becomes necessary, as these urban areas are hot spots with high concentrations of the population with varying domestic, industrial and other related activities that require water. However, urban areas of sub-Saharan Africa are faced with the challenge of water supply shortage not only in rural areas or urban fringes but extending into the urban supply network, thereby subjecting residents to water scarcity. This necessitated the need for a rethink of the concept of centralized urban water supply and integration of self-supply for improved access, sustainable supply and enhanced urban water governance. This is the premise on which this study explored the phenomenon of a self-supply phenomenon, the factors responsible and the concerns associated with this development. A mixed-method research design was employed, where qualitative and quantitative instruments were used to collect data for the study. An interview was conducted with key informants in the urban water supply industry. The findings of the interview form the basis for questionnaire development and its administration to 27 stakeholders; and 750 households. Results of the study revealed that forty per cent of households in the study area have private boreholes as their self-supply system, with the majority of the adoptions to the self-supply system taking place in the last three decades. There is also significant variation in borehole ownership across the wards in urban Yola North, with wards accommodating medium and high-income earners having a high number of private borehole ownership. The self-supply system adoption is viewed as a common protective response. Concerns were raised by stakeholders about the urban self-supply phenomenon. The novelty of the study is the development of a framework for the integration of self-supply into urban water governance. Implications for urban water supply governance towards averting conflicts from the use of this common pool resource were discussed. The study further recommends similar studies in multiple cities for further integration into the national framework for urban water governance.</p>
