Development of AI ethics guidelines model based on AI life cycle

The increasing adoption of artificial intelligence (AI) requires the development of robust ethical frameworks to address emerging ethical challenges. Existing AI ethical guidelines are predominantly abstract and lack actionable requirements for practical implementation. This study addresses this gap by structuring AI ethics guidelines according to the AI life cycle, thereby identifying specific ethical requirements for each stage. AI ethics guidelines from seven leading countries were compared using a refined six-stage AI life cycle model. The analysis demonstrates that all seven countries emphasize the Model Development and Monitor & Evaluate Performance stages, while significant gaps persist in ethical guidance for other stages. Based on these findings, this study proposes a standardized AI ethics framework aligned with the AI life cycle, translating abstract ethical principles into concrete, actionable requirements and establishing a normative basis for ethical accountability.
