<p>Transhumanism envisions a future in which emerging technologies augment and transcend human biological limitations, especially in cognition and learning. A key speculative frontier of this movement is Instant Learning, the direct transfer of digital knowledge into the human brain. Though still conceptual, this technology holds the potential to radically reshape education, labor markets, global development, and individual agency. This paper critically explores the societal, geopolitical, and ethical risks associated with Instant Learning, including the rise of cognitive elites, militarized neuroenhancement, and global inequalities driven by unequal access to brain-based technologies. Through comparative analysis of major global actors, including the United States, European Union, and China, we highlight divergent regulatory models and their implications for human rights, autonomy, and geopolitical stability. We conclude that international regulatory cooperation is essential to avoid cognitive apartheid, data colonialism, and new forms of techno-authoritarianism. The paper calls for ethical frameworks that promote equitable, inclusive, and human-centered approaches to brain enhancement in a rapidly converging global future. </p>
