<p>Sustainability-oriented research is expected to mobilize scientific knowledge, policy capacity, technological capability, and implementation resources across university, government, and industry spheres. Yet whether the publication structure reflects a balanced Triple Helix configuration or pronounced institutional asymmetry remains insufficiently examined. This study therefore assesses the institutional configuration of sustainability-oriented water and environmental publications addressing Iran-based empirical applications. We analyzed 1074 CIVILICA records and 355 Scopus records separately and in a pooled dataset. Each publication was assigned to one of seven mutually exclusive unilateral, bilateral, or trilateral affiliation configurations. These configurations were used to construct three-player transferable-utility cooperative games, which were analyzed using the core, Shapley value, and nucleolus. The results reveal a strongly university-dominated publication structure. In the pooled dataset, university-only publications accounted for 84.95% of records, compared with 6.72% for government-only and 0.42% for industry-only publications. University–government collaboration was the largest bilateral configuration at 6.51%, whereas trilateral collaboration accounted for only 0.21%. Overall, 1.82% of publications involved industry in any configuration. Consistent with the cumulative construction of the characteristic function from non-negative publication shares, the core was non-empty in all datasets; however, core feasibility did not imply balanced institutional participation. The Shapley value and nucleolus consistently allocated the largest share to universities, followed by government and industry, with only marginal differences between the two solution concepts across all datasets. The findings demonstrate that coalitional feasibility can coexist with pronounced institutional asymmetry, weak industry participation, and limited cross-sphere publication integration. The study provides a transparent framework for diagnosing publication-based Triple Helix configurations and identifies scope for stronger industry-engaged and implementation-oriented research collaboration.</p>
