<p>The study addresses the critical gap in understanding policy execution aspects, particularly enforcement and governance principles, in Gondar's lease administration, which impedes sustainable growth. Employing a pragmatic research framework, it assesses the effectiveness of the Urban Land Lease Policy (ULLP) in promoting good governance. Data were meticulously collected using a mixed-methods approach, engaging 399 respondents through surveys, in-depth interviews, and focus groups, with analysis conducted through descriptive statistics and econometric models. The findings reveal that the ULLP has a moderate overall effectiveness, with governance principles such as efficiency (67.6%) and fairness and transparency (54.6%) identified as areas requiring significant improvement. While service delivery (62.6%) and issue resolution have improved, persistent challenges like entrenched bureaucratic inefficiencies and limited public participation remain. The study highlights that factors including public participation, transparency, accountability, and political stability significantly influence governance quality (<i>p</i> &lt; 0.01), thereby contributing to the theoretical understanding of urban land governance. Politically, the research underscores the necessity for enhanced public engagement and improved transparency in land governance to build citizen trust. Streamlining bureaucratic processes and reinforcing anti-corruption measures are deemed critical for effective governance, promoting a more inclusive urban land management system that adheres to good governance principles in Gondar and beyond.</p>
