Contributions and limitations of sector wide approaches toward sustainable educational development

This study examines the Sector-Wide Approach (SWA) in advancing sustainable educational development, focusing on Ethiopia’s Fourth Education Sector Development Program (ESDP IV). Employing document analysis, it assesses ESDP IV’s performance against SWA principles and its alignment with sustainable development principles, particularly those related to quality education, gender equality, and global partnerships. Findings indicate the program significantly expanded educational access, notably increasing enrollment rates and fostering gender and special needs equity, which are critical strides toward inclusive and equitable education. These successes stemmed from strong national ownership, international alignment, and enhanced stakeholder participation—elements vital for effective partnerships. Nevertheless, the study reveals critical limitations, including inadequate quality improvements and persistent internal efficiency issues, which directly impeded the holistic achievement of quality education and threatened long-term sustainability. Systemic shortcomings, including inadequate grassroots engagement and fragmented donor support, pose significant obstacles to building resilient education systems and harnessing the full potential of multi-stakeholder partnerships. The study concludes that, while ESDP IV guided by SWA principles established a vital foundation, its full transformative potential is hindered by unresolved systemic issues, offering valuable lessons for improving future SWA initiatives and promoting sustainable educational development through more effective sector-wide reforms and multi-stakeholder partnerships.
