Laying the Groundwork: Analysis and Comparison of Circular Economy Policy Discourse in Global North and Global South

Circular Economy (CE) has been conceptualized as a restorative and regenerative economic model to battle environmental, social, and economic ramifications of the rampant linear economic system. For the purpose of harnessing sustainability benefits of CE, countries across the world are issuing policies to maneuver transition from linear to CE. Situated in this context, this study analyzes and compares the CE policies of Global North (GN) and Global South (GS) countries using document analysis technique to provide insights into CE policies of eight countries with varying levels of socio-economic development. The study reveals that despite being a well-acknowledged pathway to sustainable development, most countries have focused on advancing CE through low R-strategies and adoption of an incremental innovation approach. Irrespective of North-South distinction the policies propose Extended Producer Responsibility (EPR), fiscal mechanisms, industrial symbiosis, consumer awareness, and public procurement for facilitating the CE transition. Inspired from the comprehensive insights, the study concludes with the development of an integrated CE policy framework which shall be of interest to academicians, policymakers, and managers.
