Policy making for affordable housing: lessons from the implementation of the large scale housing program in Pakistan

The author conducted this research with an exclusive focus on the “Naya/New Pakistan Housing Program” which was initiated to provide five million dwellings to the lower and the middle income citizens. The author’s two main objectives are 1.To find out the hurdles in successful planning and implementation of this program 2.To study the steps taken by the policy makers to remove those hurdles for successful policy implementation. The author conducted semi- structured interviews during December 2021 and March 2022 with the 17 policy makers and 6 chairmen\CEOS of private developers by employing purposive sampling and conducted thematic analysis. The main challenges were inadequate housing finance, absence of foreclosure laws, unclear land titles, project approval delays, judicial interference in executive domain, adverse judicial decisions, slow judicial process, minimal land auction and growth of slums. The policy makers established “Pakistan Mortgage Refinance Company”, introduced tax amnesty scheme, mark up subsidy scheme, fixed tax regime, foreclosure laws, comprehensive land and judicial reforms and one window digital portal. The policy makers introduced an innovative mixed-use apartment model for slum development, where slum residents receive housing in multi-story complexes while developers are compensated with commercial spaces at the ground floor. This approach upgrades slum areas without displacing residents and promotes sustainable urban development by integrating residential and commercial spaces. The value of this research lies in its detailed examination of both the challenges and the strategic responses within a large-scale national housing initiative. By providing insights into the unique policy measures and implementation strategies, this study offers a practical framework that can be adapted by other countries aiming to develop large-scale affordable housing programs. It highlights the importance of tailored financial mechanisms, streamlined regulatory processes, and innovative housing models that ensure inclusivity and sustainability, thus contributing valuable lessons for global housing policy.
