<p>Sustainable urban real estate development requires decision-support approaches capable of balancing environmental, social, and economic objectives. Although Multi-Criteria Decision-Making (MCDM) techniques, particularly the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), have been widely applied in sustainability assessment, existing studies primarily focus on evaluating projects, technologies, buildings, or policy alternatives. At the same time, limited attention has been given to the systematic prioritization of sustainability parameters themselves. Thus, this research aims to develop and validate a Sustainability Parameter Prioritization Framework for urban real property by integrating a scientometric analysis, stakeholder survey validation, and TOPSIS (Combining the three methods). Has identified 16 sustainability parameters from Environmental, Social, and Economic dimensions through an extensive review of relevant literature, then evaluated them under five alternative weighting methodologies representing various stakeholder and policy priorities. All ranking results confirmed some common priorities as Energy Efficiency (CCj⁺: 0.64–0.99), Life-Cycle Cost (CCj⁺: 0.63–0.78), and Material Performance (CCj⁺: 0.29–0.35) had top rankings among the sustainability parameters across the considered weighting methodologies. Comparative results also demonstrated a high degree of agreement between stakeholder rankings and the literature-derived rankings across all three parameters, further supporting the soundness and practical relevance of the proposed framework. The proposed framework improves the MCDM and Sustainability Assessment body of literature by redefining sustainability parameters for urban real estate as decision alternatives and producing a transparent, scalable, and regionally adaptable framework to assist with sustainability-focused decision-making for urban real estate.</p>
