<p>The escalation of cyber threats in many cloud environments, together with the shortage of conventional security measures, such as RSA and AES, that effectively protect sensitive healthcare data, implies a need for more robust solutions. The main aim of this work is to secure cloud storage and retrieval of health data against vulnerabilities by proposing a dual-layer security framework that guarantees confidentiality, integrity, and fine-grained access control. This paper proposes a novel two-layered security scheme (2LSS), which is a combination of Ciphertext-Policy Attribute-Based Encryption (CP-ABE) with Optimized Key Advanced Encryption Standard (OKAES) for robust encryption, and Least Significant Bit (LSB) based steganography for concealing encrypted data within a cover image. This scheme is mainly developed for securely storing and retrieving the healthcare data in Cloud environment. Therefore, the proposed model can provide high-level security storage and retrieval system for Cloud-healthcare data. The proposed scheme can be implemented by using Cloudsim in Python tool. The performance is evaluated with other existing techniques based on specific performance metrices such as encryption time, decryption time, key generation time, Computation time, Throughput of Encryption, Throughput of Decryption, CPU Clock, and Memory Utilization. The experiment shows that the proposed model takes 30&#xa0;s for the encryption of a 20&#xa0;MB file, against 48&#xa0;s for SHA and 40&#xa0;s for AES. In addition to this, the 2LSS model shows an even higher throughput (for 250&#xa0;MB files) and lower memory utilization (90&#xa0;MB for 250&#xa0;MB files) relative to the conventional techniques.</p>
