Challenges and Solutions in Implementing Data Governance: A Literature Review

Implementing an effective data governance program involves overcoming various identified challenges and adopting solutions that genuinely assist in overcome these challenges. Reviewing the scope of publications containing Case Studies (CS) of Data Governance (DG) projects revealed diverse types of challenges related to data and/or organizational factors, while others stemmed from external influences. The market segment and the country of operation can also exert influence on DG projects. Investigating these challenges to discover ways to confront them can contribute to the successful implementation of a DG program. This review also identified that there are different solutions to address specific challenges, and these solutions adopted in many of the CS analyzed depend heavily on the resources allocated by organizations and the level of maturity in DG. Out of 201 papers initially collected in the literature review process, 44 publications presented CS that implemented DG projects. Consequently, we identified the most impactful challenges for the implementation of DG projects that should be prioritized, along with some solutions adopted by these organizations that could help in addressing these challenges and reducing the timelines and resources required for implementation.
