摘要

The US global strategy has undergone its greatest transformation since the end of the Cold War, from idealist internationalism to unilateral, populist, and pragmatic realism. It now places greater emphasis on homeland security, economic prosperity, and primacy in the Western Hemisphere to democracy promotion, free trade, and engaging the world. Against this backdrop, the Indo-Pacific, a strategic priority region since Obama administration, witnesses its relative downgrading in the US strategic hierarchy. The traditional pillars of the Indo-Pacific strategy such as ideological preach, multilateral economic initiatives, foreign aid, and minilateralistic groupings are being hollowing out. In its stead, the Trump administration places more emphasis on transactional alliance relations, burden-sharing, and burden-shifting. That said, the Trump administration has also pressured allies and partners alike to contribute and more closely cooperate with the US in areas of forward deterrence, defense industry, critical and emerging technology, and critical minerals supply chains to deter China, reinvigorate the US defense industry, maintain the US technology lead, and secure the security of critical mineral supply chains.
