摘要

In recent years, there has been a rapid buildup in the Emirati presence in multiple fields across Africa. In the wake of the Arab Spring, the United Arab Emirates quickly shifted to a proactive stance to address regional issues. Within this context, the UAE’s Africa strategy has been in line with the UAE’s need for countering its regional rivals, improvement of influence and the implementation of its development agenda. Under the strategy, the African continent has been further divided into sub-regions according to the priorities of the UAE. The UAE’s Africa strategy has successfully established the state as a new power in Africa, creating new dynamics between it and other great powers in Africa. While the UAE is seen as an alternative to China in economic sectors by the United States, there has been no open conflict between the two states in terms of economic engagements with Africa. As for Russia, while the two states are entangled in African security issues, the growing ties between it and Iran may hinder further alignments in Africa.
