Exploring Stakeholder Preferences in Evaluation of Resilience Strategies for Post-mining Transformation Projects

The present paper has two primary objectives: (a) to investigate and analyze the theoretical and practical aspects of the term “resilience” and its criticality in post-mining projects aimed at transforming disturbed mining lands into sustainable land-use systems and (b) to introduce a prototype methodology for the early exploration of stakeholder preferences during the execution of a post-mining resilience project. The evaluation and selection of an optimal resilience project strategy from a set of alternatives are conducted using a quantitative analysis combining Force Field Analysis (FFA) for the numerical determination of stakeholder preferences and the Analytical Hierarchy Process (AHP) technique to quantify the relative weights of resilience project activities with expert contributions. Additionally, a gap analysis is performed to identify divergences between the proposed resilience engineering solutions, technical measures, and interventions and the preferences of stakeholders. Practical and effective remedial measures are advised to bridge the identified gaps. The methodology, titled Quantitative Force Field Analysis (QFFA), was applied and tested in a case study of a Greek lignite mine undergoing the transition to a sustainable post-mining land-use site. The findings indicate that the applied analysis is low-cost, has quick execution, is well-established, and is efficiently managed, contributing to the quantitative evaluation of pre-project stakeholder engagement and management.
