<p>Value Management (VM) has become essential for embedding sustainability into construction projects worldwide. This study investigates VM adoption in Jordan, focusing on its role in enhancing sustainable project delivery. A structured questionnaire, developed from an extensive literature review, was administered to 101 construction professionals. The data were analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM) to assess the effectiveness of VM activities across project phases. The findings revealed significant associations between VM implementation and improved project outcomes, particularly cost efficiency and sustainability performance. The Information Phase demonstrated the strongest effect (β = 0.375, <i>p</i> &lt; 0.001), followed by the Function Phase (β = 0.196, <i>p</i> &lt; 0.001) and the Evaluation Phase (β = 0.184, <i>p</i> &lt; 0.001). Although the Development and Presentation Phase had a comparatively lower influence (β = 0.168, <i>p</i> &lt; 0.001), it remained statistically significant, affirming the value of all VM phases while highlighting their varied impacts. Based on these results, the study proposes a framework for VM adoption in developing countries, positioning it as a strategic tool for cost reduction and sustainable construction practices. Theoretically, the research advances knowledge of VM efficiency, while practically, it provides actionable guidance for policymakers and practitioners seeking to optimise construction processes and enhance project sustainability.</p>
