“Purity” of Contribution to Developing Countries’ Community by Grant Aid and Well-being of Residents: Comparison of Country Assistance Plan Formulation and Project Evaluation by KOICA and JICA

The ODA carried out by Korea’s KOICA is considered to be relatively “pure” to community contribution compared to loan aid, which has been pointed out as a problem of tied aid, in the sense that it is limited to grant aid. In contrast, Japan’s ODA is structured as an integration of loan aid and grant aid. KOICA annually revises and publishes its Country Plan (CP), which is an assistance plan for grant aid recipient countries. At the same time, there is a trend to introduce a well-being perspective into the evaluation of ODA projects, that is, an attempt to add a subjective sense of well-being to existing objective indicators. This study aims to derive a way to develop the advantage of the “purity” of KOICA’s grant aid in the future by comparing the formulation process of the ODA Country Assistance Plans, and project evaluation from well-being perspective of Korea and Japan. As a result of the comparison, it was found that the KOICA CP does not include details on the coordination between loan aid and grant aid, or an overview of grant aid by entities other than KOICA. This may confuse the understanding of Korea’s ODA from the perspective of developing countries. In the future, if KOICA establishes its role as a platform for diversified Korean ODA, it will be able to utilize local ODA consultation bodies that welcome those involved in Korean loan and grant aid, and to increase public understanding and interest in ODA through systems such as Public Comment and the e-People Portal. These will further enhance the advantage of the “purity” of KOICA’s grant aid. Furthermore, by additionally introducing project evaluation from a well-being perspective, KOICA will be able to further enhance the “purity” of its community contributions.
