Quadrant-based fuzzy linguistic method for strategic prioritization in water-energy-food-ecosystems Nexus projects

The Water-Energy-Food-Ecosystems (WEFE) Nexus represents a critical framework for achieving sustainable development goals by addressing the interconnection of these vital resources. However, prioritizing WEFE Nexus projects poses significant challenges due to their complex, multifaceted nature. This paper presents a novel comprehensive evaluation framework utilizing fuzzy linguistic scoring to strategically prioritize WEFE Nexus projects, termed the Quadrant-Based Strategic Prioritization (QSP) Method. The method incorporates four key quadrants: Strength Elements, Weakness Elements, Opportunity Elements, and Threat Elements. Each quadrant comprises tailored criteria relevant to the WEFE Nexus, ensuring a holistic assessment. The proposed methodology leverages fuzzy linguistic terms to capture stakeholder evaluations, converting these into fuzzy numbers for quantitative analysis. Aggregated criteria scores are then defuzzified to calculate positive and negative impact scores. The greater the positive impact score and the lower the negative impact score, the higher the project’s priority. These scores are used to build the priority preorder for the WEFE Nexus projects. Application of the framework demonstrates its efficacy in highlighting projects that align with national strategies while effectively managing risks and leveraging opportunities. The results underscore the framework’s potential to enhance decision-making processes, fostering more sustainable and impactful WEFE Nexus initiatives. This innovative approach offers a robust, transparent, and adaptable tool for stakeholders and decision-makers in the realm of sustainable resource management.
