Flood Susceptibility Assessment of Dibang Valley District of Arunachal Pradesh, India: A GIS based Analytic Hierarchy Process Approach

Floods are a recurring natural hazard with severe socio-economic and environmental consequences, particularly in regions with complex topography and intense monsoon rainfall. Arunachal Pradesh, located in northeastern India, is prone to flooding, yet comprehensive flood susceptibility assessments remain limited. This study focuses on the Lower Dibang Valley, a flood-prone region characterized by steep terrain, dense river networks and heavy precipitation. Unlike other flood-prone regions, Lower Dibang Valley faces unique challenges such as rapid river course changes, high sediment transport and limited accessibility, which exacerbate flood risks and complicate mitigation efforts. Using the Analytic Hierarchy Process (AHP) within a Geographic Information System (GIS) framework in ArcGIS 10.8.2, the present study evaluated flood susceptibility based on nine key factors: elevation, slope, drainage density, topographic wetness index, soil texture, land use and land cover, rainfall, proximity to rivers and distance from roads. The final susceptibility map categorized the study area into five flood risk zones: very low (FSI-1), low (FSI-2), moderate (FSI-3), high (FSI-4) and very high (FSI-5). Results indicate that 23.92% (932.88 km2) of the region falls within the very high susceptibility zone, while 28.35% (1105.65 km2) is classified as highly susceptible. Sensitivity analysis revealed that proximity to rivers and elevation are the most influential factors, as their removal led to substantial shifts in susceptibility classifications. These findings provide crucial insights for flood risk management and land-use planning, contributing to more effective disaster mitigation strategies in the region.
