Governance Capacity Framework with Enhanced Information Integration for Public Sector Circular Supply Chains

In promoting circular supply chains, one critical component that synthesizes circularity initiatives is the governance capacity of organizations implementing them. Previous studies have developed and empirically implemented the three-level Governance Capacity Framework (GCF) with 27 indicators at the bottom of the hierarchy. Aside from the gaps in the computational structure of the GCF in handling uncertainty and interdependence among elements in the hierarchy, the agenda of evaluating how the concept of a circular supply chain can be integrated within the public sector draws limited attention in the literature. This study intends to cut across these gaps in methodology and application by offering an enhanced computational structure within the GCF to generate a Governance Capacity Index (GCI) for evaluating public sector circular supply chains. The proposed model utilizes the entropy method to assign priority weights to the elements at each hierarchy level. In addition, the Choquet integral aggregates the information stored in these elements to account for their interdependencies. The interval-valued intuitionistic hesitant fuzzy environment is employed in the computational process to address the inherent uncertainty within the elements of the GCF in group decision-making. An actual case study in nine public educational units in the central Philippines is reported to demonstrate the proposed method. The resulting GCI of these units would guide in benchmarking their capacities to implement circular supply chains. Also, the proposed method offers visual maps to identify hotspots for future improvement efforts. Comparative analysis of the results yields high agreement with those generated by other aggregation methods.
