摘要

The political relevance and regulation of data have steadily increased in recent years; at the same time, the German term “Datenpolitik” has emerged in political discourse. This systematic literature review examines the concept of “Datenpolitik”, its contexts of use, and its genesis within predominantly German academic literature. Based on a working definition of “Datenpolitik”, which served as the guiding criterion for the search strategy, we systematically reviewed all German-language publications that address or reference “Datenpolitik”. The included publications were mapped across four semantic fields: the discourse on “Datenpolitik” as a policy field; “Datenpolitik” in the context of data sovereignty; the thematic area of data sharing as well as big and open data; and European data policy and data governance. The analysis reveals considerable semantic ambiguity across many of these fields and identifies several research gaps. For instance, the relationship between the German concepts of “Datenpolitik,” “Digitalpolitik,” “Internetpolitik,” and “KI-Politik” has not been conclusively clarified and requires reassessment in light of technological innovation and institutional change. Overall, the field is characterized by a dynamic driven by innovation and new regulatory frameworks yet remains marked by semantic vagueness, underscoring the need for further research, including empirical studies, and greater conceptual refinement.
