The article identifies a strategic paralysis in Germany’s political approach to Artificial Intelligence and advances three theses for a democratic renewal. First, parliament must redefine its position between the Constitutional Court and the European Union to reclaim its role as a locus of political design rather than judicial reaction. Second, Germany should establish politically accountable AI oversight that balances professional independence with democratic control. Third, deep administrative reforms and a legal framework for real-world laboratories are needed to integrate AI into public governance as a learning and adaptive system. The paper calls for a courageous, institutionally grounded AI policy as a cornerstone of democratic capacity in the digital state.
