<p>The article identifies a&#xa0;strategic paralysis in Germany’s political approach to Artificial Intelligence and advances three theses for a&#xa0;democratic renewal. First, parliament must redefine its position between the Constitutional Court and the European Union to reclaim its role as a&#xa0;locus of political design rather than judicial reaction. Second, Germany should establish politically accountable AI oversight that balances professional independence with democratic control. Third, deep administrative reforms and a&#xa0;legal framework for real-world laboratories are needed to integrate AI into public governance as a&#xa0;learning and adaptive system. The paper calls for a&#xa0;courageous, institutionally grounded AI policy as a&#xa0;cornerstone of democratic capacity in the digital state.</p>

The article identifies a strategic paralysis in Germany’s political approach to Artificial Intelligence and advances three theses for a democratic renewal.
