<p>In recent years, there has been a&#xa0;trend toward the decentralization und delegation of responsibilities within the field of housing policy (‘<i>Kommunalisierung</i>’), with housing provision increasingly being regarded as part of municipal public services. However, the financial constraints faced by municipalities, along with the significantly increased demand for public funding to ensure adequate housing provision, contribute to the continued reliance of municipalities on funding from the federal states. The following analysis thus explores which factors influence state governments’ public expenditures on housing. Comparative policy research provides the theoretical background for the hypotheses. The proposed influencing factors are empirically tested for the period from 2003 to 2022. The results indicate that neither partisan political factors nor municipal funding deficits have a&#xa0;significant impact. This underscores the challenges municipalities face in securing sufficient support from their state governments in light of structural financial deficits. In addition, the article sheds light on differences between East and West Germany. In Eastern Germany, state debt levels and the fiscal rules imposed by the debt brake have a&#xa0;negative effect on investment in housing provision. By contrast, housing expenditures in the Western federal states appear largely unaffected by institutional or fiscal constraints.</p>
