<p>Digital transformation of local public services is fragmented, despite comprehensive legal frameworks such as the online access law or digital era governance. Examples of two German states reveal that financial resources, staff and path dependencies decide on successful digital administrative procedures. Positive factors are collaboration and innovative leadership, whereas limited resources and different modes of governance have a&#xa0;negative impact. Digital transformation of administration is not primarily about technology but more about institutional innovation, cooperation and adaption. This takes promoting forces within public administration.</p>
