The article explores the way municipalities can shape the landscape of health services. Legally, there are more options at their disposal. Municipalities rarely seize this opportunity, mostly due to a&#xa0;lack of resources. Public health and health promotion used to be a&#xa0;cornerstone of German cities. In the meantime, universal healthcare and individualized medicine have dwarfed this broad approach to healthcare.</p>
