Politik und Verwaltung: Zwischen produktiver Konvergenz und kontraproduktiver Divergenz?

While the separation of politics and administration is the norm, exceptions are commonplace. They concern situations that cannot be dealt with by routine decisions or structural changes to the administration itself, and which require legal regulations and corresponding political preparation. The dividing line between politics and administration then becomes an operational interface at which the different logics of politics and administration converge, where possible, but may also diverge. The article provides examples of both scenarios in the context of politico-administrative crisis management, highlighting the coordinating role of strategic communication.
